Now through October 31, 2017, financing at a 0.99% interest rate, up to $15,000, is available for qualified homeowners for the purchase and installation of eligible energy-saving heating equipment. Repayment through your utility bill makes the process easy.
The HES Payment Plan Loan provides low-cost financing for energy efficiency improvements. The objective is to reduce household costs while maintaining healthy, efficient, and comfortable homes.

Loans may be for $500 to $40,000 and funding will be used for conducting qualified improvements/equipment replacements. Non-listed work directly related and necesary to the installation of the listed qualifying measures may be financed along with the qualifying measure at the applicable interest rate (capped at 25% of the total loan amount).
**Effective 12/28/2017, the ECL loan program is limited to emergency situations only (non-working heating systems and leaking roofs). Applicants must be ineligible for other programs in order to qualify for an emergency loan**
Energy Conservation Loans finance energy conservation improvements for low- and moderate-income single-family (1-4 units) home owners. This program is funded by the Connecticut Department of Housing (DOH) and is administered by C4C. This loan may be used to finance energy efficient home improvements up to $25,000 at below-market interest rates. Zero-percent interest rate loans are available for higher-efficiency boilers and furnaces.
